Abstract

This paper, which focuses on the administrative order issued by Guangdong Province to extinguish masked pa1m civets, analyzes administrative principles of legality and reasonableness which should be taken into consideration and be guaranteed by system and procedure when administrative subject exercises administrative authority of emergency, and concludes that administrative principles of legality and reasonableness will certainly help to promote administrative effectiveness.
