On Principle of Reasonableness in Administrative Enforcement

To control administrative discretion requires reasonableness of administrative enforcement,which may avoid the differences of punishment for the same illegal behaviors.Reasonable standards in fairness standards of administrative enforcement embody a concentrated reflection of reasonable principle.Compared to traditional enforcement,enforcing the law honorably puts more emphasis on the reasonable principle.Reasonableness of enforcement is stipulated in Article 4 in Law of the People's Republic of China on Administrative Penalty,so administrative enforcement practice shall be imposed in adherence to the principle of reasonableness.
