Thoughts on public hospital reform

The historical status and the vision of public hospital were reviewed. The system predicament and necessity of reform on public hospital were analyzed. Public hospital reform goals and basic thoughts were presented. The main measures included clear reform objectives and integrating powers related to hospital reform, adjusting public hospital distribution and optimizing public hospital resources allocation, clear government’s responsibilities for public hospital and public hospital classified regulation, separating regulation rights and operation rights to reform public hospital regulation system, reforming hospital operation mechanism to promote public hospital efficiency and effectiveness, strengthening government input and adjusting public hospital reimbursements structure, separating the regulation of medical service and drugs to cut off benefit chains between medical staff and drug marketing. The reform goals were to establish an effective mechanism to assure public hospital healthy development.
