Abstract
From the real situation,demand on graduate education being more than its supply,it's necessary to charge tuition fees for graduate education.From Public Goods Theory,graduate education is quasi-public goods with many private features,whose cost should be reasonably compensated.From the essence,tuition fees on graduate education is a kind of institution variation,the reform of graduate education tuition fees institution should obey three principles.
