Abstract

Graduate education belongs to quasi-public products with high individual profit.Charging tuition fees on graduate education will change the status of both government failure and market failure of graduate education supply and will be good to both efficiency and equity of graduate education.Thus,charging tuition fees on graduate education is an effective choice to promote graduate education cause at this stage.
