Elite decision-making model is generally applicable to many democratic countries in the world.As the rise ofstrong democracyandcitizen governance,and the improvement of information technology,citizen participation in public decision-making has been the development trend in the future.The effective decision-making model solves the disorder,non-public and non-equilibrium problems when citizen participation in public decision-making,and provides direction for the development of public decision-making model in China.We should adhere to the public decision-making model of elite-led and citizen participation.
