Abstract
In the current trend of democratic politics,citizen participation has become a key standard to measure a nation's level of democratic development,being important in public decision making.As a matter of fact,in the public decision making,either deprivation or excess of citizen participation is inadvisable.Therefore,the appropriateness of citizen participation in public decision making should become an important issue in the research on citizen participation.The paper starts from a logical point of the possible resulting problems caused by inappropriate participation and analyzes the decisive factors of participation degree.Based on this,the level of citizen participation is determined according to the different natures of public decision making.
