Obstacles and Solutions of Establishing Learning Mini-Government in the Context of E-Government Affair

During the first ten years of 21st century,both E-Government and Learning Government are the hottest concepts in the theory and practice of government management.But In practical terms,it is undeniable that neither E-Government nor Learning Government reached maturity in China.It has become an irreversible trend to supersede traditional government affairs by E-Government at the present stage.However,Information technologies which are depended by E-government are the knowledge system of developing quickly.For pushing forward E-government in government,it is necessary to Establish Learning Mini-Government in order to continuous update officials' knowledge,and then suit the developing steps of E-Government.
