Abstract
In Qing Dynasty,the phenomenon of the Korean cross-borders to China's northeast has always existed. In different periods,the Qing government policies on it were different. It has experienced three stages which includes strict punishment in early Qing dynasty,joint patrols and deportation in middle Qing dynasty and recruit reclamation and naturalization management in late Qing dynasty.Through naturalization management,the Korean people had Chinese nationalities. With people of all ethnic groups in northeast China,the Koreans made positive contributions for development and guard in northeast of China.
