Construction of Chinese Environmental Supervision System: Pattern Conceive and Structure Analysis

Strengthening supervision,reducing environmental pollution and protecting the environment benefit of mankind have become a consensus.Diversified single supervision pattern has the disadvantage of limitations,the supervision system which main body are governmental supervision and social supervision,and auxiliaries are consultative supervision and self supervision should be established.This kind of supervision pattern united rigidity and flexibility and combined inside with outside should have reasonable structure and function,which take account of the interests of supervision subject and benefit to the effective supervision of enterprise environmental action.There are four kinds of supervision relations in the supervision pattern system,i.e.governmental supervision,consultative supervision,social supervision and self supervision.Governmental supervision embodies managing relations,its aim is to ensure social environmental interests.Consultative supervision embodies contract relations,its key is to respect enterprise interests.Social supervision embodies external relations,its main aim is to attach importance to profession self-discipline.Self supervision embodies internal relations,its core is to emphasize the enterprise environment responsibility.
