Abstract

This paper analyzes challenges in the new Urban-Rural Planning Law that urban master plan will face including the balance between planning rigorousness and development uncertainty, dual roles of planning (market distortion vs. market failure correction), evaluation and planning making under market system etc. Finally it recommends urban plan-ning reforms such as increases in planning capacity, flexibility in zoning and land uses, planning integration, policy and quantitative analysis etc.
