Positioning and Performance of Government Functions from the Perspective of the Construction of Public Cultural Service System Issues

Build civil culture to effectively meet the needs of the construction of public cultural service system is an important service-oriented government. Based on summarizing the current construction of public cultural service system, the article considers that culture and service ideal dual desalinations, rule-making and behavior monitoring absence, the customary all powerful government model offside, focus and guide the government's functions of the dislocation, some the functioning of government services are not in place and so is an important cause, and thus orientation and performance of government functions from the perspective of several paths to solve the problem.
