Abstract

In order to construct a service-oriented government,it is essential to firmly establish a government concept of customer-orientedness,to carry out organization's integration out of requirement of execution of governmental functions,to implement process reengineering via government with power as the center,to put in effect performance constraints based on government's responsibilities,and to construct a government of laws centering on government behavior.
