Abstract
In order to strengthen control of public opinion and maintain its reign,the late Qing Dynasty government published a series of laws on news and publication.The evolution of policy on news and publication can be roughly divided into three stages during late Qing Dynasty.The late Qing Dynasty endeavored to reach its monopoly through legislation,so its supervision of news and publication showed a tendency of somewhat stricter and stronger.But on the other hand,under the shock of the modern western legal system and the influence of the struggle for liberty of public opinion by Chinese national bourgeoisie,the legislation on news and publication also revealed some indication of legal modernization apparently.
