Abstract

In order to develop the water-saving irrigation,the first is to strengthen people's recognition of the water-saving irrigation,the second is to making scientific plan of the water-saving irrigation by the water conservancy departments of each province according to the local situation,the third is to raise and make proper use of the funds for the water-saving irrigation,and the fourth is to perfect the managerial system of the water consumption for the agricultural irrigation and to strengthen the management of water consumption for the agricultural irrigation.
