Thoughts on the New Mechanism for Geological Prospecting

Both connection of funds with geological prospecting units and mine and integrated modelling framework for reflected the intervention and control for geological prospecting of the state.To solve the problems concerning the potential and the selection of space of geological prospecting is the focus for the public geological work first,which accord with geological rules and laws of geological work.The funds for geological prospecting largely has the function of substituting the capital market of risk exploration temporarily,therefore,the connection with the geological prospecting units and mine enterprises is very important.The core for commercial follow-up is to establish the dominant position of enterprises in geological prospecting.An integrated modelling framework for exploration,an innovation of organization pattern,is of great significance for improving the prospecting results,in particular,for exploring the large mines.This paper suggests that an effective method for preventing the local government control the mining rights in the name of geological prospecting funds is the reform of resource tax and fee system.The new mechanism should gradually resolve the separation of capital and technology of exploration and promote the integration of them in a systematic way.
