Position analysis and transform realization way of local government functions

Through the case analysis of government functional transformation in Liaoning,some problems faced in the process of local government functional transformation are revealed. In the process of system transformation,the goal of local government functions is to set up the government on type of limitation,service,high-efficiency and responsibility from four aspects including government functional scope specification,value orientaion,implementation effect and responsibility determination.As for the realization way of the government functional transformation,it is analyzed from some aspects of specifying functional scope,strengthening social management,setting up the consciousness of service,enhancing social autonomy and improving administrative efficiency.
