Analysis of government function during the period of system transformation——taking Liaoning Province as an example

In view of the issue of continuing to urge forward the transformation of the local government functions,we should make research with the method of integrating the theory with practice.Through the case analysis of Liaoning government functional transformation,the problems are revealed facing the government during the process of functional transformation,trying to make the limited-orientation,service-orientation,high-efficient-orientation,responsibility-orientation as the goal of government functional position through four aspects including government scope-setting,value orientation,fulfilling effect,responsibility determination.
