Abstract
The paper summarizes the author's experience on hospital scientific paper management.The author pointed out that the right guidelines are prerequisite to paper quality.By the method of combination of incentive mechanism and target management to control the quantity and quality of papers,the management goal,i.e.quantity breakthrough,-quality enhancement,and improvement of quantity and quality simultaneously can be realized and both quantity and quality of papers will accordingly be improved.
