The reason for the government's providing public goods is a good will or a plot for itself,which is the basic difference between moral politics and bargaining politics.The two characteristics of public goods cause a failure of the market in providing them.However,the governments also have their own intentions when they provide public goods,such as improving their validity,gaining more taxation and so on.
