The Legitimacy of Government and a Club Goods Model with Regulation in Transition Period

As the mission of constructing harmonious society has been becoming more and more exigent,the function of Chinese government of preserving social fairness by providing public goods is very important.This paper tries to study the inter connection between government and market on the process of providing public goods,on the prospective of property of public goods and institutional circumstance by the theory of collectivity choice.When government is regulating providing of public goods,it has to coordinate legitimacy and efficiency.Using the model of club goods as a frame of reference,we study the property and political meaning of equilibrium of model of providing public goods with regulation.
