Abstract
Should the basic rights terms in the constitution come into force and realize its intrinsic value,the first step is to specify the legislation.Taking the basic rights terms in the constitution as examples,this paper briefly analyzes the present situation for the specification of legislation,then elaborates the necessity for the legislation of constitutional basic rights from the perspective of the type,the effectiveness,the safeguard,and the remedy of basic rights.
