Environmental Justice,Public Participation and Transportation Planning

Public participation is the basis for successful development and delivery of highway projects.It represents not only social harmony,but also the practice of the laws and regulations regarding environmental justice.In this paper,the public participation process based on environmental justice in the transportation planning in California was presented,including environmental justice laws and regulations,detailed public participation procedures and steps.It was pointed out that,in California,emphasis on public participation,environmental justice,and social equity has become a special feature of the transportation planning and project decision- making process.
