Abstract
The goals of judicial reform are to promote justice and improve judicial authority.Improving judicial authority entails strengthening the relative independence of judicial organs.There are measures in three aspects to attain these goals: 1.to have in thoughts a profound understanding of justice for the people and to earnestly comply with the people's requirements for justice.2.to clear the obstacles to judicial reform by means of legislation and to enact laws for judicial reform by the People Congress.3.to further build and perfect identity protective system,to clarify authority relationship between the judicial organs and the administrative organs,and to avoid administrative intervention in justice.
