Abstract
s:Decision on Strengthening Construction of Ability of Administration of the Party of the Central Committee of the Communist Party of China in the 16th the Fourth Plenary Session of the Party Central Committee has regarded building socialist advanced culture as the important content. It has shown the importance of strengthening the socialist advanced cultural construction. From population and family planning and population publicity work and education, this paper has a simple discussion about how to strengthen the socialist advanced cultural construction, advance healthy development of population culture and parenting culture and build the better population environment in an all-round way.
