Study on State Obligation Right to be Educated

According to international law of human rights, state is a basic obligation subject to promote and protect the right to be educated. In addition to the obligation to respect, protect and implement the right to be educated, a state is supposed to assume the concrete obligation and special obligation to establish and protect the right to be educated. What's more, a state should bear the core obligation of assuring the consistent aim of both domestic education and international education, and providing primary education for each person. The above obligations assumed by a state have the characteristics of being “gradual” and “instant” as well. The substantive obligations and procedural obligations thereof are still in an asymmetrical state.
