Abstract
Industrial restructuring is one of the key issues in sustainable economic development in China,industrialization and industrial application are an important endogenous force of industrial structure upgrade,and business cycle has an exogenous effect on the evolution of industrial structure.Although business cycle does not have a direct bearing on industrial restructuring,its different phases provide the external environment for the evolution of industrial restructuring.The recession period is a period of strategic opportunities for industrial and economic restructuring,when the government must grasp the opportunities to deepen reform,and achieve a 'win-win' situation integrating sustaining economic growth and economic restructuring.
