Abstract
Being a basic means that the government takes the macro control economy,the industrial restructuring has the characteristics of objectivity,phase,guidence,normalization and so on.The industrial restructuring greatly depends on the market adaptability of enterprise and the acknowledgement to national industrial policies.The strengthening the right of the enterprise in the industrial restructuring has great significance to enhance the market adaptability and the acknowledgement to industrial policies.
