Cost of Basic Public Health Service in Community

Objective To investigate the cost of basic public health service. Methods An index database was set up by literature review and panel discussion,and standards of basic public health service were then established using a two- round Delphi method. Field investigation was conducted on 60 community health centers that were randomly sampled; work time,work strength and service volume in 2013 of each specific item of basic public health service were determined according to service standards. Results The total work time of basic public health service of the 60 community health centers was 854 202. 9,and increased to 856 141. 9 hours after being adjusted by work strength. According to different income standards of the 60 community health centers we investigated,all community health centers in Shenzhen and public health settings at basic level and the human resource price which was recommended by experts, the average annual cost of basic public health service per person was calculated as 67. 5 Yuan,68. 3 Yuan,76. 4 Yuan and 87. 5 Yuan respectively. Conclusion The well implementation of basic public health service in 2013 required a cost of at least 67. 5 yuan per person,which was much higher than current input of 40 yuan per person per year. The unit cost for different service objects can provide references for the performance evaluation of basic public health service.
