Abstract

To accelerate Dalian’s construction of an innovative city,we should create and implement the evaluation index system of innovative city,establish permanent incentive mechanism of innovative city devel-opment,constantly improve scientificalness,consciousness and high effciency of the management of scientific and technological innovation,and apply innovative thinking methods to speed up Dalian’s construction of an innovative city.
