Abstract
Democracy at the grassroots level means that people exercise democratic rights directly,and manage,serve and develop themselves according to law.It is the most extensive practice of Chinese characteristic socialist democracy.The problems in the construction of democracy at the grassroots level are analyzed.Effective measures should be taken to promote the construction of democracy at the grassroots level.
