THE ROLE PLAYED BY THE GOVERNMENT, PROFESSIONAL ASSOCIATIONS AND ENTERPRISES IN THE PROTECTION OF PROPERTY RIGHTS OF KNOWLEDGE

Abstract

In the era of knowledge economy, while attention is paid to human capital, much more attention is given to the value of property rights. In order to encourage the initiative of people to gain more wealth, the state has laid down rules of property rights to standardize their desire for profits. However, the power of the law to prevent delict is quite limited and to punish illegal actions according to law is somewhat like closing the door after the horse has left the barn . The legal system works properly only when it has been combined with the efforts jointly made by the government, the society and the enterprises. The author of this paper approaches from the angle of systems engineering the different roles played exercised by the government, professional associations and enterprises in the protection of property rights.
