The Reform on the Principal Officials' Accountability System of Government in Hong Kong Special Administrative Region

The reform on the principal officials' accountability system has been carried out since July,2002 in Hong Kong special administrative region. This measure, aimed to adapt to the society and citizen's requirement for the government's responsibility and to improve the abilities of government,has constructed a system of administrative accountability under the institution of non-responsibility government. Since the accountability system was brought into effect, the direction has been correct although some problems exist. It shows for the first time in the history of political development in Hong Kong that the government and principal officials must come up to and answer for the public opinion.
