Abstract
This paper studies the overlapped and causal relationship among the factors of political ideas,the legal system,administrative mechanisms and civil society,and puts the institutional system idea that the administrative accountability system is constructed by multi-correlated systems and multi-accountability forms.Focused on the idea of services government,responsible government,the government of rule of law and inexpensive government,with the innovation of administration management mechanism,and from the process of government policy decision,implementation and monitoring,a vision of constructing a matched administrative accountability system for personnel management,performance management and other systems is proposed.
