Abstract

Because of the lack of completeness and deepness of bidding evaluations,this paper explores how to improve evaluating methods of bidding through changing evaluating process,so as to improve the efficacy of bidding to suit the ways of a market economy and better reflect the intents of a bidding activity and in turn,improve bidding practices as a whole.
