Abstract
In the end of East Han Dynasty,when all the separatism forces fight with each other,Cao Cao supported the emperor of Han and set the capital at Xuchang.From then on he got the initiative position in the confused situation.Just this policy gave a great help to Caocao's collection of talents.And the Xuxia cultivation which developed in Xuchang set a solid economic base for Caocao.At first,Caocao chose Xuchang as capital,because of strategic thinking.When he captured Ye city,the political center immediately changed.Xuchang as the capital of the later stage of Han Dynasty.
