Abstract
Aimed at global water shortage crisis, the inevitability of realizing sustainable utilization of water resources is pointed out, and the opinion that to rational allocate water resources is one of the important approaches to realize sustainable development of water resources is also proposed in this paper. Through taking the minimum comprehensive water shortage degree as objective, rainfall, surface water, groundwater and guest water are considered, and different weightings are used for industrial, agricultural, domestic and ecological water users in order to realize regional water resources rational allocation.
