For a long time,state-owned enterprise monopoly has been a traditional administrative system in China's monopoly industries.But the practice turns out to be inefficient and it results in the reform of promoting competition and privatization.This reform needs workable regulation,meanwhile,this is also the main reason for the demand of efficient regulatory agency.
