Abstract
Nine-minister system existed from the Qin and Han Dynasties completely declined in middle ancient period and was gradually replaced by Sansheng system.However,Zongzheng minister’s functions were kept and continued in the Northern Wei period rather completely,which provided a model for later dynasties to follow in royal management.The rulers of the Northern Wei Dynasty were born nomadic people.They were able to open a new road for themselves and introduce Zongzheng system from feudal dynasties of central China and reform and manage royal family according to the cardinal guides and constant virtues of the Chinese nation,which showed its acceleration in its rule by feudal patriarch system.
