Abstract
In the paper offishery rights(1),the author analyzed the definition of the fishery right, and its basic characteristics and functions.Author revealed the essential differences between fishery license and fishery rights.In this paper,author combined current fishery legal management system with actual fishery production,and classified fishing rights and clarified obligee determination,fishery management and its changes etc,in order to provide the specific suggestions to implement the fishery rights system.
