It is a long-term strategy for our country to enhance its capability of independent innovation and build up an innova- tive country.How to exert the role of the government in the construction of the innovation of our country is a key issue of common concern both in the academic circle and in the government departments at all levels.The author maintains that the government is not only the organizer but also the servant of the scientific and innovative activities,and that the role of the government should be facilitating innovative achievements through scientific methods in the course of developing the country's innovation.Accurately locating itself,being good at choosing good tactics and having suitable policy means are the basic standards with which to judge whether or not the government succeeds in gaining achievements through scientific methods.On the other hand,the construction of the harmonious and innovative way of life embodies the value of promotion of achievements through scientific methods by the government.
