Strengthening the management of water resources, carrying out water planning and water saving policy

In the face of the conditions of increasingly short water resources in our country, zero flow in the lower courses of Yellow River and severe water pollution, and in light of the work reality, the paper gives some proposals about how to strengthen water-planning and water-saving policy, improve water diversion and annual examination of drawing-off licence, perfect the management and supervision system of water resources, impose restrictions on sewage discharge, protect ecological environment, build water-saving facilities, establish and perfect code system of water resources management in the total valley.
