Public Policy and Citizen's Participation: Value,Difficult Position and Countermeasure

The process of citizen participating in the public policy is of important value.It may promote the scientificness,democraticness and executiveness of public policy.But the process of Chinese citizens paiticipating in the public policy at present is still in the difficult position of the impeded participation channel,the imperfect participation mechanism,the low-level organization.Therefore,we must cultivate the citizen culture and enhance the ability and the level of citizen's policy participation,cultivate the citizen society and enhance the citizen's policy participation,construct institutional framework and enhance the institution level of citizen's policy participation.
