Abstract
The essence of the houses with limited property rights is an issue of the property rights system,namely,the economic property rights are separated from the legal property rights,thus the economic property rights are not officially admitted and empowered by the formal legal system.From the perspective of the theory of property right economics,in order to solve the problem of houses with limited property rights,it is necessary to decompose and combine the property right and the right of use of land and housing,introduce the right of planning-index,expand the scope of the property domain,increase the connotation of the property right and the rules of the innovative property right,so as to form a multiplex combined system of housing rights.
