Abstract
The 16th Conference of CPC puts fonvard the grand goal of full construction of well - off society, and the key and difficult point of such construction lies in the countryside, especially the countryside in Western China. Therefore the 16th Conference regulated that in the new ara the main measures of economic construction and reform of economic systems are to fully prosper countryside economy, promote the process of urbanization. As a new form of tourism project, countryside tourism helps the construction of functional township and realization of extra labor transfer in countryside.
