Positive Analysis of Implementing Strategic Innovation Policy under WTO——Illustrated by the High and New Technology Industries in China

In 2004,Canada took three anti-subsidy actions and started the first anti-subsidy against China's foreign trade.On March 30th,2007,U.S.decided to impose anti-subsidy of a rate of 10.9% to 20.4% against China's art printing coated paper.The U.S.and Canada's action sent a dangerous signal to China,China will suffer more anti-subsidy investigation from other countries.Illustrated by the high and new technology industries in China,the paper shows the possibility to carry out strategic independent innovation policy to avoid anti-subsidy under the analysis of WTO rules and proposes some policies for the implementing of the strategic independent policy.
