Abstract
How to effectively improve the utilization of existing parking facilities and increase parking space to alleviate the existing parking problems is an issue in many cities. Through a parking utilization survey and existing problems analysis in the old town of Zhenhai, Ningbo, this paper proposes afree and sharemeasure for parking facilities management by eliminating the charges at several public parking lots within the citylimit, managing parking activities, enforcing parking violation to increase the utilization of existing public parking lots. It is also requested that new public buildings within central district not only meet the parking requirements but also share some parking spaces with other vehicles (non-building occupants), which must be checked at stages of design, construction, and final project completion. The results of the before-and-after analysis show that the practice of residential communities sharing parking spaces at public building under new parking management plan can effectively increase the utilizationof parking spaces and alleviate the parking problems to a certain degree.
