Abstract
The implementation of energy plans,especially the power planning,not only has influence on the modernization in China,but also has great and even irreversible impacts on ecosystem. The paper states the significance of environmental impact assessment (EIA) for power planning. It also delves into key issues which should be taken into account in such plan EIA. The indicator systems are finally presented for EIA of construction plan of thermal power and basin hydropower plan.
