On Requirements of Establishing and Improving Rural Social Security Mechanism——From Perspective of System Theory

Some requirements necessary for establishing and improving rural social security system are mainly related to many aspects,such as economic situation,system designing and moral standards.Therefore,in order to establish and perfect rural social security system effectively,we must step out of social security itself and press on reforms and create conditions actively with system theory.Reforms should firmly follow the principle of being carried on from many aspects at the same time and focus on replenishing financial capacities of our country,collectives and farmers.Meanwhile,the relevant work,such as system construction,making and improving laws,and education in ethics,should also be conducted.
