Abstract
The enforcing efficiency of administrative power not only is relied on the strict of administrative enforcement, but also is relied on the cultural model in the state. The good-oriental of the cultural model can help the enforcing efficiency of administrative power; the bad-oriental of the cultural model can hold down the enforcing efficiency of administrative power. The government must foster and develop the good-oriental cultural model, and make it becoming the main-stream cultural model. Then, it can reduce the enforcing expenses of the administrative power and leads to the social harmony.
